Ruby and Rails are both really nice to develop with. It really scales well.
I cannot see where it would justify the learning curve just to make a basic site, but if you already know RoR, it makes any site easier to develop.

groovy looks cool. i like the syntax style.
i think rails has its purpose, but a lot of people think that if they aren't using it, they are missing something. our webmaster was forced to develop our corporate site using rails and hated it. good for web applications, not so good for your run of the mill web sites.

I liked the basic app setup and scaffolding. I ended up getting stuck as I got further into it and had a hard time finding answers.

My web developer buddy swears to me that Ruby is shit and the real money in the coming years will be in Groovy:
