I have a group of objects that I need to step and repeat around an offset centre point 40° at a time.
Would anyone know how this is done.
Transform > Rotate - does not duplicate it or work around an offset point.
Any help would be great

it does
just drag the registration point out to where you want it to rotate, then drag to rotate and Cmd-D to repeat.

Just select the rotate tool, hold down alt/control and click where you want the pivotal point of rotation to be, then put the chosen amount of rotation in the dialogue box and hit "Copy"... then just hit Command-D to repeat.
Alternatively to rotate optically by a freehanded amount click the rotate tool where you want to pivot, then drag the shapes around holding down the alt/control and it will clone them round the pivot, then just Commad-D to repeat around.
