I'm reading this article on A List Apart about CSS: http://www.alistapart.com/articl…
It's a good article, but they reference the netscape 4.x browser like it's still relevant. The website I'm currently working on is geared towards the 50+ crowd and the percentage of users using netscape is %.14. To top it off, the netscape version is 7.1 or 7.2. %0 use netscape 4.xx. So, why would anyone give 2 shits about Netscape 4.xx (or IE 5 for that matter).

Whatever the minimum browser standard you build your sites for, is always the result of negotiation between, client (and what the perceive as their target audience) the designer, developer and development costs.
I don't see anything wrong in someone choosing to include netscape 4 as browser target they want to cater for.

Usually we base browser standard on any existing telemetrics that the client has. If they don't have any we plug in Analytics to their existing site (or sites) for the duration of discovery so that we can at least get *some* data to work with.

"telemetrics" good word. Gonna use that next time to confuse the client, make me sound clever and ultimately get more money out of 'em. hehe
