I have to take a job test they sent me a small image kind of like a weather widget 300x464 it has the forecast and images. How can the images be optimized if it is already a jpeg? I thought I would take screenshots of what they sent me and does Dreamweaver automatically write valid XHTML?

it can be 'optimized' further if you change the quality of the image.

tell them this:
the image can be optimized further if you mean changing the quality of the image. you wrote the code, not dreamweaver. also, screw them.

i would do it in Rails hey that's me.
you could use silverlight.
make sure to test it in mosaic

.JPG - Make sure it's 72 dpi and exactly the dimensions you need. Mess with the compression (no higher than 9 in PS or 80% in FW) and see what looks the best.
XHTML - Follow an "intro to" tutorial. Install the Web Developer Tool Bar for firefox and test away.

xHTML is just more well formed. basically just close img tags and other like tags.
