I don't think it mentions in that article (least, I didn't see it) but the lapse only applies to the original image. The name 'Popeye' is still under control in this context.
That aside, expect to see this fucker pop up everywhere henceforth (I know that I myself tried to think of uses when I saw this mentioned on Slashdot the other day).

I believe there are ways that the company's can somehow renew the copyright protection, at least that's what Disney did a few years ago when it took measures ahead of time for Mickey or some other characters.
