A very condensed version of Estilo?

I think it's based on the Tate's own typeface, which is a custom font.

The tate typeface was created by wolff olins and I think miles newlyn drew it:

It is quite often customised for different campaigns. James goggins has customised it a few times for various exhibitions:
http://www.practise.co.uk/I'm pretty sure this is just a customised logotype for the turner prize, ie, they just created the swash R. They just wouldn't bother using a new typeface, it would be off-brand.
