It is whatever your perception makes it to be, if you think it is racist, it is racist. If you think it pertains to "monkey business" or a "team of monkeys wrote the bill" it isn't. But to think that some people may not perceive it as racist is ignorant. Thus only the Post would publish it.

Here's the real question:
WHAT ARE CITY-COPS DOING, SHOOTING AN UN-ARMED CHIMPANZEE?
NY Animal Control would be called to tranquilize the chimp, etc.
City cops are generally not known to have a habit of shooting at wild animals with their fire-arms.
What un-armed specimen are cops well-known to have a habit of shooting? especially recently?
I don't even have to say (African Americans).We can all dodge the obvious connotation of the illustration, but the reality would remain that:
WE ARE ALL DODGING THE OBVIOUS CONNOTATION OF THE ILLUSTRATION.

If the metaphor was that the stimulus bill was written by an entity that up until recently, had been docile and cooperative, but all of a sudden, freaked out and tore the face off of democracy by writing a bill that massacres our way of life, then yeah, it's hilarious. But no defense of the cartoon has made that argument or any of the rational arguments anyone else has brought up. So yeah, it's racist. Obama "wrote" the bill. They shot the chimp. Obama = chimp. That's pretty bad.
