Where on Earth would one get the blades for this kind of thing? Long, thin strips of steel - one side blunt, 'tother sharp as can be - flexible, yet strong too.

Ask a bindery. Or just walk in and take some. Most of the binders/finishers I know of wouldn’t even notice.

It's for demi-production purposes - I have the means to make the underlying shaper easily, but would like to know how on earth to source the 'steel cutting dies' (or whatever they're called) here in Blighty.

I think its called Steel Rule Die Cutting. If you google that you should find suppliers.
