Is there a way have a screensaver from a website rather than your desktop? They want floating transparent bubbles to float around when the user stops moving a mouse for 4 minutes. How can this be done?

i think a better question would be-who is going to sit motionless on a site for 4 minutes?

use document.onmousemove to trigger a function that records the current time when the mouse moves, use setinterval to trigger a function that periodically checks the time the mouse last moved against the current time

here's a jquery screensaver plugin that will animate a static image, or place a fullscreen flash screensaver on top of the page...

http://membersfirst.com/ has the "orbs" moving all of the time. its really subtle. perhaps this will give your clients an idea. no one sits on a site for 4 min without moving.
- Love the 3d text, i'll take a source file on that as wellepikore
