using the transform tool, is there a keyboard shortcut to shrink the images down faster?
less using the handle bars and the shift key?

The only way this is possible, is to make a damned Action to shrink by a percentage.

make an action - could always automate that with a batch process, too, if you have to do it a ton (which is probably why you are asking)
