Is it jsut me or are all rails devs stubborn and not open to change?
Just had a brutal hour argument with a dev that constitutes:
me :'we need to have only 1 copy of the js, css and image files so that we only have to update one.'
him : 'why? I could run a script that will copy them over every hour'
me : hrmmm im not sure, I dont want to rely on an automated script. what if it fails?
him : it wont fail... whats the problem with having 2 different files?
me : 'because the files could run out of sync, and because there is so much js and css that I would like to use browser caching so that the user doesn't have to download all the files again just to enter the shopping cart.'
him: 'how will i test locally?'
me: 'write a conditional statement so that you can use the local files from the repository to run there then on upload it uses the regular files'
him : you cant link it like that
me: yes you can, I've seen it done in 3 different programming languages.
him : it wont work.
me : why not?
him : it just wont.
etc.

Our 'technology director' is always killing projects with the similar lack of support or just outright laziness.
me: Here's a comp, make it work.
tech director: Ok well you're going to have to reduce it to boxes. Because i'm too lazy to do cool shit.
me: GFY

If you're concerned about only one JS/CSS file, you know Rails can cache them so it looks like one file to the browser, right?
I typically run my projects that way so I can break the CSS / JS into manageable chunks of code that apply to certain sections of the site.
YMMV......

PS: If your dev can't articulate why having multiple files might be a better idea, maybe it's time to get a new developer.
This isn't just "Rails" developers, it's software developers in general.

yeah unfortunatley its 7 css files and 8 (probably 10) js files, not to mention all the image assets too.

sounds like your dev is annoyed with you. likely because he feels you dont know what you are talking about, but you THINK you do. so, he is just trying to placate you enough so you walk away form his desk and quit telling him how to do his job.
just a theory - i could be way off.

Like sublocked said, dunno if you're using Rails but it can join all the JS files into one so it's only 1 HTTP request on that regard.
It also adds the file timestamp to the links so the browser can determine if the version has changed/expired.
The same can be done in any other framework/language, I don't see a problem with many JS or CSS, in fact right now it's very common you end up using many JS files
