I'm looking for an app that can basically turn a QT (or similar quality) video into a looping kiosk, while locking down the computer to disable user input. The final deliverable needs to be a windows exe. Any advice or experience would be appreciated!

no keyboard / mouse. And you can easily put the video in flash and make it loop.

by kiost, do you mean there will be interactivity involved or are we simply talking a screen playing a loop?

QT just allows for looping on playback. Or as a windows projector file, exported from Flash, no?
Unplug the mouse and keyboard. Remember to turn off the screensaver.

if you're building the kiosk you might consider simply using an LCD picture frame that plays AVI files (to get better quality convert to DIV-X from the Mov file and then manually alter the file type to .avi - smaller filesize, top quality).

forget flash unless you really want to use it for it's AS video controls. you don't gain anything going that way if it's simply a video file that needs to loop. almost any vid player will loop. i think people here just clamour to mention flash as that's their experience.

My preference is to not use Flash, so I don't have to use FLV. H.264 might be an option, though.
This is going to be running on notebook computers, so taking away the keyboard / mouse isn't an option...
