caspar_v is correct, what makes something scary is the build up to it and what you're expecting. Anything else is just a cheap trick to make you jump and inherently loses its scariness.
Something truely terrifying on the other hand is something that sticks with you long after the event and pops into your head when you least expect it and makes you feel scared all over again.
If you're looking for slow build up of dread, check out 'Audition', 'The Orphanage' or the original Japanese version of 'The Ring'.

wait but surely no scene is scary if you just show the scene. it's the entire movie leading to that scene that gives it impact. plus isn't just watching the various moments of these films ruining ever watching the films properly?
