Because it was then I suppose that people saw the cool effects and all the create this and create that from the Matrix tutorials emerged. It was also the time warez boards became accessible to simple mortals and clicking a few filters together in the cracked Photoshop was an equivalent of design. Follow the "create a stunning company logo in 10 steps" tutorial and you're set.
Loved the movie though.

Filters, and the overimplementation of them, were around long before that.
Quake came out in what...96? Yeah, even before that.
