it could be that they want a junior designer that has proven they can stick something out with a view to improvement. the degree at least shows that trait.

Monkeyshine is probably right that they were just responding to having to sift through a mountain of e-mails from unqualified applicants, hence the comment about self-taught designers.
To tell the truth, I always figured a degree was a requirement for a "professional" job, although I know that varies from country to country. Saying that it shouldn't be required for graphic design could have the effect of making it seem less professional than say, architecture or ID.
On the other hand, it's also true that higher education, in the U.S. anyway, is kind of a shakedown in a lot of ways. You're forced to shell out thousands a year (if you're lucky) and probably tens of thousands for four years of working on stuff that, on the substance of it anyway, will probably be mostly irrelevant to the rest of your life.
