Are there any actual "OFFICIAL"
rules or is it personal preference? Specifically when writing Specs or creating lists?

only in proper names that contain an ampersand
- bulletfactory0
it's my preference to use and ampersand when listing names that have 'and' in them - for example: color, duotone and black & white. seems to appear less confusing.

Thanks for the link acescence that HELPS provide support!
Bulletfactory - YOUR example is kinda what we are trying to clear up...For example: color, duotone and black & white. the discussion I am having with the client is whether that is less formal? because B/W is a single type of color format it makes sense not to mention having "and _____and" together DOES looks strange!

But they want to be consistent and use No ampersands at all...

Rewrite it it to avoid the 'and' being an issue, e.g. black and white, duotone, colour. Don't especially need the final 'and' unless you are saying no other choices are possible.

you need the oxford comma preceeding the "and" as follows:
...color, duotone, and black and white.
i say only use an ampersand in proper names and headlines where it is a stylistic choice.

I use it to replace all instances of 'and', whether or not it st&s alone or as part of a word.

like bullet factory I use the & to group things within lists. eg.
"Mr & Mrs Smith, Emma & Tom Jones and their families are invited to attend the Annual Awards Ceremony for the Proctor & Gamble Prize."
It adds meaning and aids comprehension.

'&' is a ligature for 'et', right?

in the body of a text maybe. certainly not in general copy without reasonable context for use.
