if a i'm supplied a vector barcode, can it be scaled (reduced) proportionally, or is the exact width of lines as generated necessary for a proper scan?
in other words, if:
2mm bar + 2mm space + 2mm bar
is reduced 50% to:
1mm bar + 1mm space + 1mm bar
... does that screw up the scan?

Barcodes can be scaled proportionately, and cropped vertically.
Good reference guides for the tolerances you can achieve with barcodes can be seen on certain small/gaudy high volume retail brands - good references I've found are Marlboro packets (tiny codes) and coke bottles (low contrast colour schemes).
