springlock... i wouldnt go mad with a new site as growth needs to be organic or you will be 'sandboxed' while google takes a closer look at what youre doing. start low level with social media links and stuff that could be developed naturally... dont go buying that PR9 link on that site you found on digitalpoint lol.

Stick with what http://www.seomoz.org says, in my opinion, the best group for SEO knowledge. You really need a dedicated person for this, but there are some general rules to follow. Do a search in this site, they've been documented.

They are not quarantined unless you go guns blazin' with Black Hat techniques.
As trooperbill said, the best thing to do is get some link-backs and stuff pointing to you right away, and make sure they are legitimate.
