CSS3 browers can scale the background to fit.

CSS can handle adjusting things but it sounds like jonffanak was looking to force the browser chrome to collapse/expand to a specific size rather than have the content collapse/expand to fit the browser. Really, JS is the better way to do either of those, IMHO.

Resizing someone's browser is rude. Don't do that.
Come up with another design solution.

Some browsers allow users to disable this functionality. A lot of people will automatically close a website that tampers with window size, it's not 1999 anymore. I will.
