There is no standard. Its down whatever looks purposeful without looking unstable at one extreme, or like a slight imperfection at the other.
The size of bowls will also indicate, as the offsetting of a bowl on a lowercase b will need to be prominent enough to retain legibility, but not look too pregnant.
Its basically about what suits the letterform.

Most of the 'real' oblique/italic fonts are not just skewed at x degrees but re-designed, including (in some cases) handwriting elements (Bodoni is a good example, see the variation on the n).
I would say you are safe in the range of 10-20 degrees from vertical as a reference, as it is what you are is more likely to find in average
bodoni 20, garamond 15, helvetica 10....

there are also upright italics - eg. Auto 3 italic.
btw - many italics are slightly narrow and may also be a hair thinner to help them stand out from the roman text within paragraphs.
