Suggestions on what? A printing source? Feedback on your designs? Pre-press considerations?

black on white mostly because there are barcodes/scanning systems involved.

I'm looking for a printer that does variable data. These badges won't have anything complicated like barcodes etc. Just a large name and a company below it. I just want the text to be white (ie the paper) and the background to be solid blue.

Good luck on it. Often times it depends on the print run. We also do editorial support with meetings management and often are asked to do the welcome packets, name tags, maps, the typical.
we outsourced it to a local printer for a while but you'll be dropping some cash. i'd suggest if you have this type of business, get yourself a good printer. . we use a xerox docucolor 250 and its a beast! combined with a data merge with indesign and you're good to go. its great work and i consider it our bread and butter.

Indesign can populate that sort of thing from a spreadsheet.
That way you can see for yourself that "Anna Maria Gonzalez-Karunakaran – Southwestern Regional Manager & Supply Coordinator" doesn't fit your name badge at the default type size, rather than wait for the printer to tell you, or leave it to them to fix it.

I just did some name badges and shipping labels that were the same as you need (reversed names on full color backgrounds). We did it on an Indigo digital press and gave the printer the artwork how we wanted it set up and a spreadsheet with the data. Easy.
