Place this in your 'functions.php' file, which is located in your theme folder.

- wha? first of all, that will break things, as that bracket should not be there, and 2nd, you're calling a function that doesn't exist, mytheme_add_admin?acescence

Maybe my advice was incorrect, but I had this problem and after some research found I needed to add some code to the functions.php file. This was more of a hack rather than solving the problem, but it worked. I can't remember where I found the solution though!
Wait, it might have something to do with permissions, just came across this:
I solved the problem for dashboard not using/finding CSS setting permissions for load-styles.php (in wp-admin directory) to 0755.

For what it's worth, I've been having similar issues with one of my wp sites today. When I click on links in my admin panel sometimes it happens, sometimes it doesn't. Really weird.
I just hit refresh and it goes back to normal. I'm guessing it has to do with some server-side problems of properly delivering the CSS.

Not sure i upgraded to be honest, but i designed it and had the site built by someone else.... it does look like the CSS for the CMS hasn't loaded though. How ironic.
What would I have to do then to get it back so I can post new stuff?

Have you tried altering the permissions of load-styles.php to 755?
You can do this in your ftp client.

Okay, so just spoken to a developer who took it apart – it had been hacked with an encoded PHP script that we think sent clicks to a megashopper site or something – he said it was very complicated as it didn't show anything visible unless you looked in the monitor bit.
Phew. Watching people work Terminal is tiring!
