A/B = 0.40
where A = 10.17

just multiply the sides of the equation:
A / 31.84 = 0.4
therefore
A= 31.84 x 0.4

So - you have a statement that says .319 of 31.84 (B) is 10.17 (B) and you want to know what .4 of 31.84 (B) is?
.319 * 31.84 = 10.17
.4 * 31.84 = 12.736 (A)
