Want to use the say Arial for multiple languages and would it be simple as buying the unicode range in a family set?
Something like this?

If you're buying an OTF that specifies it has X, Y and Z character sets for whatever languages, then you would get the lot. No need to buy separate language sets.

Just expand the drop down on that page, where the unicode sets are; the list is what you get.

I am looking at that but I don't see the character previews. I guess just match it up to the languages.

You should be fine with English, Portuguese, French, Spanish, German, and Italian and most any fonts. There are going to be no Japanese versions though, they don't exist
