Is it possible to lower the frame rate on a HD tv? I cannot find an answer on google.

I would say that the input is the only important factor, control it and the tv will display it. But say if you were attempting to take a 60fps game or movie and display only a 30fps rendering of it on your tv, I would assume the tv will not provide this control, but more the settings on the dvd / blu-ray / video game either disc or hardware player itself. Personally, I'd look at those options before the tv.

Why do you want to lower the frame rate?
It depends on your TV. Some TVs can can handle multiple frame rates....24p, 25p, 30p etc but that depends on the source input and what you are playing. If you just want to slow some footage down to play on your TV, do a time warp it to slow it down rather than adjusting your tv...then play it at a standard frame rate.

Typically at spec, HD framerates are 24, 25, 30, or 60. What are you trying to achieve?

Also, (sorry to keep chiming in) if you are simply saying you have one of the 120 or 240hz LCD TVs and you hate the look of the artificially inserting frames to achieve that, yes, that can be turned of in your TV options.

Well anyway, you can't change the fact that your TV is either 60, 120 or 240Hz. You can only disable the frame interpolation that occurs on 120/240 rigs that create the fake video/soap opera look.
For the common ones:
Samsung calls it Auto Motion Plus (AMP),
LG is TruMotion,
Sony is MotionFlow

You need to transcode the frames using postproduction. It will still output as 29.97 but it will look like whatever your setting choice is...
