Most advertising agencies still treat interactive like a thirdwheel. There are the big budget sexy projects that are farmed out to production shops and than there is the conveyor belt of banners, emailers and facebook pages with very fast turnaround that nobody cares about other than it being done as fast as possible. Great for hacks and clock punchers happy to get a paycheck. Unfortunately your reporting to a re-invented TV guy whose done a banner or two and has no idea how to produce quality interactive or even a decently designed webpage

some ad agencies don't put the creative bits in their portfolio. it's not their business model. some just showcase strategy as others have said and hook new clients on that. creative work comes second, but there are some that push the creative and take great care to ensure it's produced great.
