If you initially leapt at the opportunity to leave, regardless of if it's pay or something else, perhaps you're unhappy where you are and didn't realise it.
The drug test thing is a bit weird. Perhaps you should pee in a cup every day to show just how good a worker you are.

The situation you're in is not all that awkward and is rather common in competitive industries with shallow talent pools. Your current employer is looking out for their best interests by trying to retain you as an employee. Believe me when I say there is no personal attachment to you as a human being in this relationship. It's merely a matter of: Crap I don't want to hire someone else to fill this persons shoes cause that means i'll have to go through the laborious process of interviewing, 2nd interviews, reviewing portfolios, calling up previous employers, checking references... and that's all before a person gets hired. After they bring someone else on they still have to fill out paperwork, get that employee documented and on the books, sign them up for benefits, insurance, etc, train them, acclimate them to their way of doing things and heck... in 3-6 months they might have another productive member of their team.
That being said you were shopping around for a reason. If it took the threat of leaving to get a raise this time then what will it take to get a raise next time?

why does everyone assume it's the cia job because of having to take a drug test? fucking funny. have none of you worked in the corporate world? most corps require a drug test. it's not uncommon at all.

You could always go to the new place and say your current place has put in a counter-offer, and if they'd like to raise their offer, you'd go with the new place... this could make you look like an in-demand rockstar.... or a greedy jerk, depending on circumstance...
Don't know about you, but for me it's waaaay more about the gig, the agency rep, the creative vibe, and the respect people have for each other than anything else like money, though of course, money is a marker of respect....
It seems you've decided to look elsewhere from your current gig for a good gut-level reason, otherwise you would not have this issue....
BUT... have you really only interacted with HR at the new place? have you spent much time with the new people you'll be working with? If not, you don't really know what you're getting into....
I made the mistake once of taking a gig for the $ and prestige without meeting the people enough before hand, and seeing exactly what sort of responsibilities I would be taking on.... that was my biggest issue, as some of these responsibilities were to make some rather deadlocked people cooperate....

I'd still leave. You're not married to the job. There is no counseling session. Take the new Job. Unless the cons of going to the new job outway the pros. The unknown is always a little hairy until you shave it down. haha.

The same thing happened to my friend; his current employer countered with a better offer, & more $. He stayed and regretted it.

yeah, i wouldnt stay regardless of the counter offer.. even if its a worthwhile counter offer..
think about it.. if they manage to make you an counter offer you would be crazy to turn down, they are going to expect so much more out of you.. its not just going to be here.. have more money for status quo..
they are going to work your ass like a $5 prostitute..
