Hiring and finding good people is an extremely tough thing to do. Best way to go about it is to go through your network and hire through recommendations and word of mouth.

Or put a posting on your site. If someone is a fan of your work they might be on your site occasionally and might be a good fit.

plus ask on facebook, it does miracle these days,
there also http://onsite.io/ ( i think only freelance though) but if the pay is good I know lots of freelancer who will happily switch,if you still can't find anyone in a month, send me note, I'd love to drop by london for a job interview :)

There was this person who kept posting here years ago who kept complaining that he couldn't find decent talent. He couldn't get people to interview and kept asking for help and suggestions on how to advertise. Turns out the studio was so shitty that no designers wanted to work there. Please make sure your work ATTRACTS designers.
