Can be done in Illustrator. Extrude the tube/cylinder shapes then map the letters onto the resulting 3D.
I would also say it requires a fair bit of trial and error and working out on paper before : )

It seems like it's this guy's Tumblr:

First, print the letters out on vinyl laminate. Each letter should be about 1 foot hight.
Then mount the letters on matte black cylinders about 2 feet in diameters. Unfilled concrete pillars molds painted black will be good.
Get out your Divas and make sure the cylinders are perfectly lit to get shadows you're looking for. Block out any light from background areas. Use a thick piece of black flannel, etc, to cover off nearby reflective surfaces, etc.
Dust everything well and polish the laminate. (key step which amateurs miss).
The bust out the ol' hasselblad which is taking up room in your closet and snap a picture of your little diorama.
Take the resulting image set, color correct, and voila. That's it.

^ Nah, don't go with a Hassie for this one. It's just not up for the job. He's going to need to go out and buy a brand new Leica S, if wants a decent-ish pic.
