Stick to the day job as you learn other skills, and maybe take on some serious jQuery/php jobs etc etc on the side. If you get fired, no worries, if you leave, no worries, win-win?

I totally missed the bit about your job being at risk.
I would sit tight and make them make all the hard "asshole" decisions to get rid of someone who has been working somewhere for 15 years.

Are you working with a good bunch of people, who may all being laid off at the same time? If so, keep track of them, it may work out well...
as to how much JS to learn, maybe enough to know what is a realistic design idea and what isn't is a good thing, and a bit of jquery so you can write demo pages and proof-of-concept code... but if you're a good UI designer, you probably want to maximize that skill, rather than start at zero with javasript... as lots of browser bugs and oddball stuff to memorize can pollute your brain
