I'm in the UK and I've got a multi-page PDF I'm about to send to a client in New York, who will be taking it to one these places.
Someone told me that I don't need to convert everything to cmyk - that it's all cheap digital and won't make any difference. Is that so?

Yup. I sent a CMYK document and it was screwed up because they assumed it was RGB. So, they're pretty much in the business of RGB prints on CMYK printers.
- FedEx Office is what they're called now. They do support CMYK, obviously, but in my experience you have to let them know.monospaced

Be sure you switch to grayscale though if you have any of those. Cheap digital printers sometimes add color streaks and highlights to BW images not converted.

pdf/x-3 if it's full of RGB?

it doesn't matter what you give them. they'll find a way to fuck it up. the printers are rarely, if ever calibrated. staff doesn't give a shit about your print job.
