Animation options

So if I had to animate a cartoon character walking around a building, doing things like picking up luggage, walking over to a pond with fish jumping out of it and whatnot, is there an app that is generally considered the best to use for something like this?
I know you can put animations like this together in AE using the AE puppet tool and whatnot, but want to see if theres an even easier way.

I hear Greensock is the Cat's Pajamas for this. I have yet to dive into it though

Depends on the visual style.
AE duik is great for monty python
AE rubber hose is good for that flat "simple" look
ToonBoom EG: rick and Morty visual aesthetic
Animate/photoshop: bare bones frame by frame animations.Ae is probably the fastest way to go.
