Does anyone bill for seo? How do you structure your billing?

From an associate who specializes in this sort of thing: They break it down as a site audit (fixed price) to identify issues, then am ongoing month to month retainer to address issues and monitor performance. Their client gets a monthly report and analysis, and some dev hours for picking away at the todo list.
