Why not just do it in HTML?
If the user is receiving the brochure on a thumb drive (they'll have to be viewing it on a laptop / pc— something w/a USB port)... Logic dictates the 'new starter' would have a browser regardless of OS / device, yes?
Package all the assets into read-only folder w/a single HTML file to lead them into everything labeled something simple like 'Start_Here.html'
