for biking, you want a thin windshell (no membrane) for 90% of the time. Those will actually breathe. They'll have a water repellent coating to bead water up on the surface. generally good for 20-30mins in moderate rain. Here are two nice examples:

http://www.raceface.com/apparel/…After that, you want a cheap, compact rain barrier. could be a .99c plastic poncho, could be a $100 rain jacket, but even the $500 ones don't really breathe when active. You won't wear it much, so don't spend a lot here. (I live in vancouver and hardly ever wear a fully waterproof jacket for my 20min commute) The Marmot Mica looks like a good choice. The Precip would work too.
Same idea goes for pants. And fenders are an must
