We know now he was Polish - at the time, they guessed he was Russian - fact is, he could've been anything - that's what i said 'foreign', generically. Of course I don't believe he was a terrorist - my point was more that he COULD've been. He could've been anything - he was an entirely unknown quantity.
Tazers wouldn't be in use if they thought there was a likelihood of their use killing their target. Generally they're useful things for enforcing will - unfortunately, sometimes shit happens. Sometimes shit gets caught on camera, and sometimes shit jumps to conclusions. The authorities need to investigate, and regulations for use put in place..
..but, Canada's not suddenly turned in to some fascist state is all I'm trying to say.
