Bottom line is, the RCMP did not follow proper procedure. If they did, then they misled us years ago when they claimed that a taser must only be used as a second last resort, and only if the situation would require deadly force.
There are 4 big guys (how many pounds is that?) + at least two taser shots (some woman claims there were 4), + one of the officers ramming his baton into the man after he is already down (which can cause tissue damage).
We don't have all of the facts, I realize, but from the video it seems that police did not follow proper procedure.
