Photoshop. Hands down. Really, it's totally feasible in either, and I know people who use Illo, but it's beyond me why you would choose to use it, unless you're totally proficient in it and not in Photoshop - otherwise, why use a vector based tool to create pixel based designs? It can also depend on the site being designed, the style, your style etc etc. But overall, as a rule, Photoshop all the way.
Although if I'm honest, it's not what either were originally desinged for, obviously. We should all be using Fireworks.
But I hate Fireworks :)
