draw a circle, fill with black, stroke of none. draw a square around it, fill and stroke of none. Align Centre vertical and horizontal. Drag it onto your swatches palette, then fill your object with that swatch. To increase or decrease the size of the pattern, or rotate it within the object, double-click the scale or rotate tools and make sure Patterns is checked and Objects is unchecked in the options panel. If you want to edit the pattern, eg, make the dots red, drag the swatch onto your page, direct select the circle, make it red, then option-drag the whole thing on top of the original swatch on your swatches palette.
