Slightly amusing, in a sad kind of way.
The existence of such an entity reflects the lack of cohesion within 'the muslim world' at the macro national scale.
Ogilvy taking this approach is little different to Western imperialism of old, slotting itself in to a vast niche that is seemingly incapable of filling or resolving itself.
Unlike the Chinese and Indian markets which have enough local talent and the strong political resolve to lead themselves, the gross jumbling of 'muslim' nations are wayward and rudderless en masse (individually too, in a lot of cases).
The perfect environment for outside intervention and consumption.
