The foreign policy of my government does "infuriate" me. The French governmen,t plays cynical short-sighted double game. Our anti-terrorisim laws would make you cringe.

cactus, I have talked with you about this before, pre-emption only brings bad publicity to the US, it doesnt solve anything. Look the increased amount of Jihadists worldwide.
Direct responses to tragedies is another thing entirely. Most of the time it can be done with economic sanctions, in the case of Darfur, it can't. Saddam was contained under economic sanctions, as North Korea will be.
On another note entirely, When you start paying American taxes, maybe then can you blow the budget on the next hot thing. My country is so indebted to Chinese bankers it is sick and has made the value of our money drop drop drop.
So, if for no other reason, we just simply can't afford it.
