I would set the left hand column to be a repeating background image.
body {
background-image: url(file:/filepath);
background-repeat: repeat-y;
background-position: left top;
}And put the right hand content into a scrollble div.
html {
height:100%;
overflow:hidden;
}
div.contentscroller {
position:relative;
width:100%;
height:100%;
overflow:scroll;
float:left;
margin-left:[size of left hand column]
}
That should work I think.

The big problem with fixing everything to the left is that that area is quite tall, a lot of that will fall below the fold and disappear forever on a lot of people's monitors.

i am not sure that is possible with css. javascript can do it fine but the navigation wont look as smooth as it would with frames. another option is to use a scrolling div for the content part.
then again, i suck at css.

you could fake the col bg with a background image on the body. as mentioned above, the fixed position can be achieved with position:fixed. have fun tinkering!

Agreed, and there are various options to deal with the right side as a DIV that takes up 100% of the browser height coupled with overflow.

it's rather simple, just hack to fix it for IE6
