as far as I know:
Libyans didn't have to pay for their education, he also gave them big scholarships to study in whole world if they wanted...health insurance was free...also he gave flats to some newly married couples...95% of the oil income went to Libya and not to the oil companies...he started massive irrigation system which was supposed to be "world wonder project"...built hospitals and other stuff...Libya had highest standard in Africa...
on the other hand, I think he should get of the throne after so many years of ruling the country...he saw what was coming, and that he is going to end like this...his sons died, his grandchildren died, his country is ruined...don't know, I think this was the worst solution he could make...
