Conspiracy theory -
Putin and the oligarchs have silently created a parallel (hidden) Stratocracy, one outside of a government control. This is where military resources have been transferred to over the years, and why "Russia" appears weak. Only the junk left.

The war is an attempt to sabotage Russia's existing government, economy and military. Chew through the last of the military assets and resources as quickly as possible.
So that then this parallel entity can step up during the chaos and seize control in the vacuum of power.
