"The question is, if military retaliation doesn't make Hamas stop and simply provides them with a PR victory, why do it in the first place?"because they have no alternative. israelis are definitely aware how this looks to most of the world and how difficult it is to defend these images. if they could operate without producing spectacular casualties, they would. at least out of pure self interest they would.
while israel can ignore a relatively small amount of regular rocket attacks, like they did in the last 6 months, at some point the frequency gets so high, like 2-3 weeks ago when hamas stepped up the attacks that israel's hand is forced.
first, they have to act because public demands it, your voters put up pressure to do something about the rocket terror. you can't expect israeli citizens to endure this forever when israel has the means to strike back and enforce a couple of months of calm ('cutting the grass', 'lowing the mawn').
secondly, israel has at some point to respond to the challenge of hamas, simply to avoid looking undetermined and weak. especially with how fanatic the whole region is against israel, and how israeli concessions (gaza withdrawal, golan withdrawal, self-administration, etc.) were interpreted by its enemys in the past, you are forced to demonstrate your determination at some point, out of self-preservation. strategically. not doing it would be an encouragement, the old 'israel must win every war, because they can loose only one war'.
so in short, at some point it becomes less costly politically to pick up the fight that hamas, than the cost of the bad press and the international pressure.

but from a security standpoint, you can't give them control if you're in your right mind.
there's a precedent and that was pulling out of gaza. sharon dismantled all settlements, removed settlers by force. after that, when they had the control, gaza authorities used every control it had to escalate further, to attack israel only harder. that's why israel had to take control back step by step, via closing borders, establishing blockade and so on. culminating in the current situation. giving in only worsens the situation as long as there are radicals in charge, radicals just don't know when to stop. they do not want to enhance conditions for their people, what they want is to fight israel, regardless of the human cost, regardless of living conditions. so giving in is not an alternative, as long as the gaza leadership is on the current course.
however, the expansion of settlement and harassment by settlers in the west bank is very wrong in my opinion. israel should stop that, I don't see any justification for that.
however, this particular injustice is still not something that is worth sacrificing your own children for. fatah and westbank palestinians seem to see it the same way (for now).
