A graphic designer working on a small project for months means that if they don't get paid, they don't eat. They could have spent that time working on other projects or hustling for new ones.
To pull the rug out from under them at the 11th hour after months of work seems sort of shitty. Did you check in at shorter intervals? 1 week, 2 weeks, 1 month etc? were targets still not being hit?
This also sounds like a small paying gig that they've worked way too many hours on, what's the rate when all is said and done? $5/hour?
shit like this is so soul crushing. Not saying the graphic designer isn't at fault but try to find a happy middle ground.

My gut is telling me that you are the problem. You sound like the type of client that I would fire. The type of client that could never be satisfied because they have no idea what they want.

• Where did you hire this designer?
• How much did you pay this designer?
• How many ideas/concepts did he create?
• How many ideas/concepts did you expect?Pay the designer for their time and move on....try Fiverr if you are cheap and clueless. You can get a gazillion ideas for like 5 bucks on Fiverr.

Without knowing the details, pay and move on. It's only fair. Sounds like you are dealing with someone with limited experience. They should have requested a portion of money upfront to start.

Assuming this is a real post, this is why you should always work under a contract. Sometimes, for any number of reasons, it just doesn't work out. The contract will have a payment structure laid out that accounts for all of these outcomes. x% at deliverable 1, y% and deliverable 2 etc... with an outlined "kill fee" should the project not work out.
Again, assuming this is a good will post, I believe the ethical thing to do is to pay the percentage based on where you are in the project, and always work from a contract going forward.

Seriously though - a complex question. You're asking, so you feel something's due, so work with that. In future, have a contract, and try and describe deliverables.
