that's the problem with those coat. i've got one that is supposed to "breathe" but when i bike with it, all the sweat stays inside and it become VERY wet.

for biking, you want a thin windshell (no membrane) for 90% of the time. Those will actually breathe. They'll have a water repellent coating to bead water up on the surface. generally good for 20-30mins in moderate rain. Here are two nice examples:

You won't wear it much, so don't spend a lot here. (I live in vancouver and hardly ever wear a fully waterproof jacket for my 20min commute) The Marmot Mica looks like a good choice. The Precip would work too.
Same idea goes for pants. And fenders are an must

It rains hard sometimes so I would need something 100% waterproof. I got these water ressistent jackets that makes my shirts inside wet. Longbacks i'd like to stay away from because I also want to wear them when i'm out and about. I don't want something hanging down my ass.

Some water resistant jackets are almost as non-breathing as a proper rain shell. Look for one without any rubbery coating on the inside of the fabric. A brushed lining can make a big difference, ie:my fav jacket in the whole world, I wear it everywhere. My fiancee hates it =D

Was worth the expensive price tag at the time, now it's £100 less at £140. Keeps you dry and you can hid the tail so works as a normal jacket.
